Lou Hoover was a strong supporter of womens rights and independence. She also served as head of the Girl Scouts of America for two stints during the 1920s and 1930s. These efforts are encapsulated in a famous photograph of her shaking hands with the wife of Oscar DePriest, who was the first African American outside of the South to be elected to Congress since Reconstruction.
